Unable to modify the code

Bonjour
.html pages never take the same form.
Sometimes the icons are at the top or in the middle???
This means I can't access the edits.
For some time now, I haven't been able to edit the code in my .html files.
I've tried, but when I'm on the edits pencil, the cursor doesn't change and I can't edit the lines.
