Adds Soufflé, a private, on-device speech-to-text app for macOS (Apple Silicon).

• Dictation with auto-paste and a global shortcut
• Meeting transcription with live speaker separation (Me / Them)
• On-device summaries with decisions and action items
• Fully local: no cloud, no accounts, no API keys. MIT licensed.

Placed alphabetically in the Voice-to-Text section, formatted with the Open-Source and Freeware icons like neighbouring entries.
