Add a block on right column creates a gap in right column

What did you expect to happen?

There shouldn't be gap

This is a UX issue. The blocks on the left are actually not added in the column, but below the multi-column area (in the remainder of the document).

When then filling the right column, the entire multi-column area grows vertically, pushing other blocks (the ones created on the left) are pushed down.

To prevent this, we need "trailing block" support for columns
