Unable to contact GitHub Support for suspension appeal because SMS verification is not supported in Hong Kong

Hi GitHub Community,

I am helping a friend who is trying to appeal a suspended GitHub account.

The reinstatement/support flow first verifies the email address, but then shows this message:

"Your account has been flagged, and we need some additional information before directing your support inquiry to the right place. Please provide your phone number below so we can verify you by SMS."

The issue is that my friend is located in Hong Kong, and Hong Kong is not listed as a supported country/region for GitHub SMS authentication according to GitHub's documentation:

Because of this, my friend cannot complete SMS verification and cannot submit the reinstatement appeal through the web form. They also did not receive a suspension email, so there is no existing support thread to reply to.

Is there an official alternative way to contact GitHub Support or complete account verification when SMS is required but the user's region is not supported?

We are not asking to bypass verification. My friend is willing to verify account ownership through an alternative method if GitHub Support can provide one.
