Previous behavior:

1. Select multiple PRs from the Pull Request page
2. Click the Labels dropdown
3. Select a label
4. All those PRs are labeled with the selected label

Current behavior:

1. Select multiple PRs from the Pull Request page
2. Click the Labels dropdown
3. Select a label
4. The PR page is filtered to PRs with that label

The "current behavior" for filtering used to happen only when you did not have any PRs selected.

I came here also to note that bulk apply labels wasn't working, but can also report that the bug is also affecting assigning reviewers, milestones, etc. As far as I can tell, currently the check boxes on PRs do nothing. Same behavior on Safari (Mac) and Chrome (also Mac) - newest public releases.

Probably related to the change in format for the Issues tag (where is:issue has issue colored, and is:open has become state:open, and the check boxes are a bit bigger) -- work fine for issues -- but when "is:issue" is removed or changed to "is:pr" all checkboxes disappear.

Hopefully a transitional bug until PRs are moved to the same interface? (The new Issues editing -- with the "Bulk Update in Progress" slider, etc. -- is really amazing! Looking forward to that across issues/PRs/maybe discussions too!)

A work-around solution was posted there:

Go to Issues tab
Check one issue
Go to Pull Request tab
Now you can update milestones, labels, etc.
If you refresh the page, the bulk edit will be broken again.
